It is understood the Stormont Ministers will be asked to give the green light on a range of dates for the reopening of different sectors of the economy.
These dates include April 30 for the full reopening of retail and self-contained accommodation while close contact services, including hairdressers and beauty salons, will get the go ahead to reopen a week earlier, from April 23.
Outdoor attractions could also reopen on the same date and competitive sport could be permitted.
Gyms along with outdoor dining and drinking will return on May 10 while on May 14 up to 30 people will be allowed to attend a wedding reception.
In the proposals put to Ministers today, Thursday, there will be no easing of restrictions around indoor hospitality before June 1.
